Minutes of Board of Directors Meeting
April 8, 2014, 7:00 P.M.

Call to Order: The meeting was called to order by President Ellie Martindale.

Members Present: Ellie Martindale, Dave Witwer, Susan Fahey, Shirley Marks, Marie Iaria, Kathy Marley-Dunbar, Brian Moore, Betty Wolf, Amanda Beaudoin, Bob Hostetter

Minutes: Approved with one amendment.

  • Jen Poppy will chair the Easter Egg Hunt to be held on Sunday, April 13 with a rain date of Sunday, April 27.

Committee Reports

Crime Watch:

  • Per Glen Dunbar, there were no incidents during the last month. It was noted that residents should continue to be alert and keep areas around their homes lighted as a deterrent to crime. They should also be aware of their surroundings at all times.


  • Dave Witwer, as well as other board members, were thanked for their work on the March General Meeting and Social held at the John Harris Mansion on Sunday, March 23. Ellie prepared minutes of the meeting which were approved as presented.
  • After discussion, it was agreed to allow Jen Poppy to spend $100 for food, prizes, etc. for the Easter Egg Hunt.
  • Ellie stated she would hand out markers to those who volunteered to adopt a tree/shrub or area in Race Street Park. The markers would indicate who has committed to taking care of edging, trimming and maintaining the designated area. This would not only lessen the work on Spring Cleanup Day, but hopefully, would get more residents involved in maintaining the park.


  • Dave Witwer reported he has started work on cleaning up the Conoy Street Playground and plans to get more work done before the Easter Egg Hunt on Sunday. He will ask parents whose children use the playground to help with the cleanup. Shirley Marks will donate trash bags for the playground cleanup.
  • Ellie reported that Spring Cleanup Day and Mulch Day dates will be announced shortly. She will also contact Nate Godfrey to see if the girls at his Hershey School home can come to help on Cleanup Day as they have in past years.


  • Betty Wolf reported she set up a Face Book page for the association and it is up and running.
  • Brian Moore stated that Pay Pal will be available on the Shipoke.org website shortly. To validate the account, the bank requires two small deposits, which he will make. There will be a “Donate” button on the home page which will then signify several specific donation amounts, plus “Other.” It is hoped that those who are not able to help with cleanup and mulch days will make donations toward supplies/mulch for these days.


  • Ellie reported she is starting preliminary plans for the Shipoke Flea Market to be held on Saturday, July 12 and will send out letters to venders shortly. It was agreed that all vendors will be requested to pay for their area before the Flea Market as opposed to paying on that day. Ellie will also apply for the park permit.
  • Amanda Beaudoin, Brian Moore and Betty Wolfe volunteered to help Ellie in any way.
  • Shirley Marks will check on getting insurance for the day.


Biggert-Waters Act

  • Ellie stated that the Bigger-Waters Act has passed both the Senate and House and has been signed by President Obama. It was noted that we need more information and clarification on the Act and its effect on floor insurance premiums. Glen Dunbar is currently working with the Dauphin County Commissioners and will update us at the next board meeting.

Paxton Street Firehouse

  • Ellie reported that on Friday, April 4, it was announced that the Paxton Street Firehouse in Shipoke would be closing. The City Fire Chief and Mayor Papenfuse held a meeting on Sunday, April 6 in the previous Char’s Bella Mundo Restaurant and updated the attendees on the decision. The Chief reported that new fire fighters have been hired and are being trained and described how they are currently staffing the fire department with the heaviest staffing where there are the most fires. Plans are that the firehouse at 13th & Market Streets will service Shipoke. He added there is only one volunteer firefighter in Harrisburg. The ultimate goal is to buy land in the Paxton Street area and build a new firehouse on the site.
  • At this meeting, the subject of homeless living in tents under the South Bridge was discussed. It was noted that more tents are being added and fires are being built for cooking and warmth. The Mayor reported he has no plans to move the tent community.

Old Business

  • Shirley Marks reported she contacted the property owner at Race and Conoy Streets regarding the broken street light (the light has been broken since the September 2011 flood). The homeowner will contact a contractor to take care of the light as soon as possible. Shirley will work with her.
  • It was noted that the property at 529 South Front Street is now for sale by a realtor.
  • Ellie Martindale and Amanda Beaudoin will do an assessment regarding broken Shipoke banners, street lights, street signs and pot holes.
  • Glen Dunbar will continue to be the liaison to the City.

New Business

  • Shirley Marks reported she will be filing Property Maintenance Complaint forms with the City for several properties in the community.
  • Dave Witwer volunteered to call the City Parks and Recreation Department to see if we can get the special mulch for the playground area donated.
  • Bob Hostetter reported that a large pot hole at Race and Conoy Streets has been patched.
  • It was noted that the storm drain under the Railroad Bridge is collapsing.
  • Ellie reported a new tire store has replaced the former garage on Vine Street. They will do minor car repairs and inspections.
