Minutes of Board of Directors Meeting
November 4, 2014 7:00 P.M.

Call to Order: The meeting was called to order by President Joanne Kaldy at 7:10 p.m.

Members Present: Betsy Dorbian, Ellie Martindale, Mary Beth Follett, Betty MacLaughlin, Shirley Marks and Brian Moore.

Minutes: The minutes from the October 6, 2014 meeting were approved.

Treasurer’s Report: Written and verbal reports approved.

Committee Reports:

Crime Watch:

Two incidents were reported:

  • A car was broken into on Showers Street.
  • Someone with a flashlight was seen in a Showers Street garage.
  • Joanne raised concerns about several loud parties in the neighborhood. She reported the Harrisburg Police came very quickly when called. We will investigate the city noise ordinance.
  • It was reported that the owner of two pit bulls received a warning from the Harrisburg Police after a complaint was made that they were off leash and running through the neighborhood.
  • A discussion followed and it was suggested that we invite Stephanie Barrelet to speak on crime prevention at an upcoming membership meeting. The City Community Police Liaison has requested an opportunity to meet with the Shipoke Board of Directors, and Mary Beth will contact him for our December 1 meeting.


  • Joanne reported that Melanie & Curtis Murkey did a great job with the Halloween Party in the Conoy Street Playground on October 26. Approximately 20 people, including several dogs, attended.


  • Race St. Park tree trimming projects for next spring were discussed.
  • A second complaint regarding the two dead trees at Race & Tuscarora Streets has been filed with the City Parks & Recreation Department. They will check the trees and then issue a Shade Tree Notice to the owner of the property.
  • Several property owners are leaving trash cans out in front of their homes. We’ll check if this is a codes violation and then determine what our plan of action will be.
  • After discussion, the Board agreed the fence around the Conoy Street Playground, even though it needs to be replaced, is more attractive that when it was overgrown with weeds and ivy.


  • Brian will update the web site with new board members and also include a thank you letter to Ellie for her service to the community as President.
  • Joanne Kaldy reported she posted pictures on Face book of the Halloween Party, the new sidewalk on the Riverfront lower level and activities that residents have attended. She encouraged others to post pictures and to keep their comments upbeat, interesting and positive about the neighborhood.


  • Plans will begin for our Annual Groundhog Party that will be held on Sunday, February 1 at 1:00. It was suggested we invite Mayor Papenfuse, the Governor, the media, previous residents and others to the event. A “Save the Date” will be placed on our Facebook page. Betsy will contact the group “One Last Call” for entertainment. Fundraising ideas will be discussed at a planning meeting to be held in the next several weeks.
  • In an effort to promote the neighborhood, Joanne suggested a spring event showcasing resident artists and their work. We will continue the discussion at the next board meeting.
  • Ellie is continuing to work on the Flea Market Planning Book.

Old Business:

  • The issue of the homeless was discussed and the question was raised as to where they are currently camped.
  • It was reported that several lights are out in the neighborhood. Joanne and Mary Beth will check all lights, prepare a list with pole numbers and then submit it to the City Public Works Department.
  • Shirley gave a report on code violations at 329 and 331 South Front Street, the River Street Parking Lot and the property at Paxton & River Streets. Joe Vajda in the Department of Codes is continuing to follow up with owners of the properties.

New Business:

  • Ellie and Shirley attended the “Harrisburg Thriving Together” meeting they attended on Thursday, October 23. This is an active group of community organizations that are coordinating their efforts in making Harrisburg a better place to live. Ellie and Shirley will continue to attend future meetings with this group.
  • Bob Haigh suggested we hold a “Meet and Greet” reception and invite local officials to discuss their priorities and to get to know them.
