Minutes of Board of Directors Meeting
October 6, 2014 7:00 P.M.

Call to Order: The meeting was called to order by Vice President Mary Beth Follett.

Members Present: Ellie Martindale, Mary Beth Follett, Kathy Marley-Dunbar, Dave Witwer, Gene Gangwish, Maria Iaria, Bob Haigh, Melanie Mulkey, Curtis Mulkey, Betty McLaughlin and Shirley Marks.

Minutes: The minutes from the September 8, 2014 meeting were approved.

Treasurer’s Report: Written and verbal reports approved.
Beginning Balance as of 8/31/14: $8450.29
Income: 00.00
Expenses: 83.40
Ending Balance as of 9/30/14: $
It was noted that payment for web hosting will be paid through PayPal.

Introduction of New Members:
Each member of the Board (new and continuing) introduced themselves and commented on ways they could contribute to the neighborhood through Board activities.

Committee Reports:

Crime Watch:

  • Melanie Mulkey volunteered to be the new Crime Watch Chair.
  • Hall Fox’s motorized bike was stolen from a garage on Showers Street.
  • The City Community Police Liaison has requested an opportunity to meet with the Shipoke Board of Directors, so he will be invited to the next meeting on Monday, November 3.
  • The issue of dogs off leash was discussed. This concern will be added to the next newsletter.
  • It was again noted that residents should continue to be alert and keep areas around their homes lighted as a deterrent to crime and when an incident occurs, they should contact Melanie Mulkey. If they see someone who is questionable, they should contact the police.


  • Melanie and Curtis will chair the Shipoke Halloween Party to be held on Sunday, October 26 at 3:00 (rain date is Sunday, November 2). They plan a parade of residents, children and pets to begin at Tuscarora Street and end in the Conoy Street Playground. Costumes will be judged and prizes awarded. The Board has approved a budget of $125 for this event. In addition to an announcement in the newsletter, a notice will be posted on poles throughout the community.


  • A successful Fall Cleanup was held on Sunday, October 5. Gene thanked the volunteers and it was noted that residents were pleased with the results. The Spring Cleanup should include pruning overgrown shrubs.
  • Gene and Ellie will see that the playground fence is stabilized as much as possible and it was suggested we begin thinking about replacing the fence as soon as possible.


  • Our newsletter has continued being sent out on a regular basis to residents.
  • Items for the next newsletter are: dogs off leash, picking up dog waste and the Halloween Party.
  • Joanne Kaldy put pictures of the Fall Cleanup on Facebook.


  • Ellie is working on the Flea Market Planning Book.
  • Betty Wolf and Joanne Kaldy are following up on an idea for a poster or t-shirt of the “Dogs of Shipoke.” This project will be discussed further at the next meeting. It was suggested we may also want to consider a “Cats of Shipoke” poster project as well.

Old Business:

  • Two dead trees at Race & Tuscarora Streets have been reported to the City Parks & Recreation Department. They will check the trees and then issue a Shade Tree Notice to the owner of the property.
  • After discussion, it was agreed that any damaged banners will be removed and not repaired.
  • Ellie reported she contracted with Nuisance Wildlife to trap and remove skunks in the neighborhood. Three skunks were trapped. It was agreed that the SNA will reimburse Ellie for the cost of the work.
  • It was reported that several lights are out in the neighborhood. Joanne and Mary Beth will check all lights, prepare a list with pole numbers and then submit it to the City Public Works Department.

New and continuing committee chairpersons of the organization are

  • Treasurer – Kathy Marley-Dunbar
  • Secretary – Shirley Marks
  • Crime Watch – Melanie & Curtis Mulkey
  • Social – Dave Witwer
  • Beautification – Gene Gangwish
  • A Second Annual Groundhog Day event was discussed. Volunteers for the committee are Bob Haigh, Kathy Marley-Dunbar, Hal Fox, Melanie Mulkey, Joanne Kaldy and Mary Beth Follett. The tentative date is Sunday, February 1, 2015.
  • Ellie announced there will be a “Harrisburg Thriving Together” meeting on Thursday, October 23 from 6:30-8:30 at the Zembo Shrine, 2801 North Third Street, Harrisburg. This is an active group of community organizations that are coordinating their efforts in making Harrisburg a better place to live. Ellie and Shirley plan to attend.
